3 كلمة ترحيبية تت شرف الجمعية العربية لمرافق المياه )اأكوا( بالترحيب بال سيدات وال سادة الم شاركين في فعاليات الم ؤتمر الرابع للممار سات الف ضلى لعام 011 تحت عنوان اإ صالح مرافق المياه وال صرف ال صحي: التغيرات والتحديات. لقد سعت الجمعية العربية لمرافق المياه ممثلة باأع ضائها اأن يحظى هذا الم ؤتمر برعاية كريمة من دولة رئي س مجل س وزراء جمهورية م صر العربية الأكرم ومن جامعة الدول العربية وفي ا ست ضافة مدينة شرم ال شيخ الم صرية اإيمانا منا بدور م صر الرائد ودعما لم سيرة العطاء الم ستمرة. تاأتي خ صو صية هذا الملتقى كونه ي أاتي في ظل ثورات الربيع العربي ويحمل عنوانا شاء القدر اأن يكون متما شيا مع مطالب الجماهير التي قامت من اأجلها هذه الثورات عنوان م ؤتمرنا هو: اإ صالح مرافق المياه وال صرف ال صحي: التغيرات والتحديات. يت ضمن برنامج الم ؤتمر بحث مجموعة من أاوراق العمل المقدمة من قبل نخبة مختارة من خبراء المياه العرب والأجانب من مرافق المياه العربية و شركات المياه الدولية العاملة بقطاع المياه على مدار يومين كاملين. بالإ ضافة لجل سات متخ ص صة: جل ستان متخ ص صتان تديرهما جمعية ال شراكة الألمانية للمياه )GWP( وتعر ضان الموا ضيع حول التجربة الألمانية في اإ صالح مرافق المياه وال ستراتيجيات المتبعة ل ضمان نجاح الإ صالح. يدير التحاد العالمي للمياه )IWA( جل سة تتركز حول محورين رئي سيين هما: اإدارة الأ صول وعالقتها باإ صالح المرافق وح سن ا ستغالل البيئة وتوجيهها لنجاح ا ستراتيجيات اإدارة قطاع المياه. وتدير الوكالة الألمانية للتعاون الدولي )GIZ( جل ستين تدريبيتين حول قوانين تنظيم الإ صالح مع عر ض التجربة الكينية والزامبية والعربية واأخرى حول مفاهيم الالمركزية في اإدارة ال صرف ال صحي في مرافق المياه. يقدم البنك الألماني لالإنماء )KFW( جل سة حول اإ صالح مرافق المياه والتكيف مع التغير المناخي. كما سيقام على هام ش الم ؤتمر معر ض لعدد من ال شركات المتخ ص صة في مجال تكنولوجيا المياه وال شركات العاملة في مجال المياه. تنتهي فعاليات الم ؤتمر م ساء يوم الخمي س 011/1/8. تعقد الجمعية يوم 011/1/9 مجموعة من الجتماعات الإدارية والتنظيمية حيث سيعقد في بدايته اجتماع لمجل س إادارة الجمعية العربية لمرافق المياه لعام 011. متبوعا بور شة عمل يح ضرها اأع ضاء مجل س الإدارة وعدد من قيادات مرافق المياه منظمة بالتعاون مع ال شراكة الألمانية للمياه )GWP( والوكالة الألمانية للتعاون الدولي )GIZ( بعنوان: الت اأمة بين مرافق المياه. وكذلك سيعقد اجتماعات لثالث مجموعات عمل فنية: اإ صالح المرافق بالتعاون مع الوكالة ال سويدية للتعاون الإنمائي الدولي )SIDA ( اإدارة المرافق بالتعاون مع الوكالة ال سويدية للتعاون الإنمائي الدولي )SIDA ( التدريب وبناء القدرات بالتعاون مع الوكالة الألمانية للتعاون الدولي )GIZ( في النهاية ل ي سعني اإل اأن اأتقدم بخال ص ال شكر وعظيم المتنان لل شركة القاب ضة لمياه ال شرب وال صرف ال صحي لما قدموه من دعم وما بذلوه من جهود لإنجاح هذا الم ؤتمر. كما اأ شكر جميع الحا ضرين والم شاركين فح ضوركم دليل نجاح للم ؤتمر. نرحب بكم جميعا مرة اأخرى ونتمنى اأن تنال موا ضيع البحث لهذا العام اهتمامكم واأن تعودوا اإلى اأوطانكم محملين بمزيج من الخبرات والثقافات ومعرفة كل ما هو جديد في مجال اإ صالح المرافق كما ناأمل اأن تح صلوا على درجة عالية من الفائدة وعلى ق ضاء وقت ممتع وذو قيمة في اآن واحد. اإلى اللقاء في فعالياتنا القادمة اإن شاء اهلل المهند س خلدون ح سين الخ شمان أامين عام الجمعية العربية لمرافق المياه 1

4 Welcome Letter The Arab Countries Water Utilities (ACWUA) has the pleasure to welcome all the participants in ACWUA s 4th Best Practices Conference: Water and Wastewater Utilities Reform: Changes and Challenges that is being hosted in the beloved Land of Egypt. ACWUA with great honor has sought the kind patronage of His Excellency the Egyptian Prime Minister and the League of Arab States as well, and has purposely selected the charming city of Sharm Al Sheikh to host this event, in order to show our support and gratitude to this country. The title of the 4th Best Practices Conference for this year came along in the same line with the demands of Arab People for Reform! The conference s agenda is full of various activities: the two days of the conference will cover about 30 papers submitted by highlevel Arab and International experts of water and sanitation in the world, which were carefully chosen. The conference will provide also broad technical sessions organized by the German Water Partnership (GWP), German Development Bank (KFW), German Agency for International Cooperation (GIZ) and the International Water Association (IWA). German Water Partnership (GWP) will organize two technical sessions; mainly present the German experience in utilities reform and the strategies for a successful utility reform bringing a real successful story from a German Water Utility. International Water Association (IWA) will organize a session, focusing on the link between Strategic Asset Management and utilities reform. German Development Bank (KFW) will organize a session about adaptations to climate change through water utilities reform. German International Cooperation (GIZ) will lead two training sessions; first one about Regulation and Water Sector Reform, bringing experiences from Zambia, Kenya and Arab experience. The second training session will be about the challenges of decentralized sanitation for water utilities. A small exhibition will be held side by side to the conference, by private sector companies of water technology systems. The conference activities end by 8 December,011. ACWUA has scheduled internal, organizational meetings to be held on 9 December, 011, starting by the Board of Directors meeting for the year 011, and followed with a matchmaking workshop for water utilities, to be attended by the Board members and leaders of water utilities, and organized by the German Water Partnership (GWP) and the German International Cooperation (GIZ). Three meetings will be held in parallel for three technical working groups of ACWUA: Utilities Reform - Sponsored by the Swedish International Development Cooperation Agency (SIDA) Utilities Management - Sponsored by the Swedish International Development Cooperation Agency (SIDA) Capacity Building and Training - Sponsored by the German Agency for International Cooperation (GIZ) At the end, ACWUA would like to sincerely thank the Holding Company for Water & Wastewater for all the efforts exempted to support this conference. Today, in the twenty-first century, water has become even more important than it was in the past due to the urbanization and rapid population growth that is taking place in developing countries, combined with the effects of climate change. The government of Egypt attaches great importance to improvements in the people s living standards, and their access to clean and safe drinking water as well as to necessary sanitation facilities. In line with this, the Holding Company for Water and Wastewater (HCWW) is committing to increasing the coverage of services, to improved management of resources across the country, to the transfer of advanced-technologies and know- how to the water and wastewater sector, to improve access to safe drinking water and dignified sanitation facilities, as well as to improved sanitation and hygiene practices. It is worth highlighting that efforts are being directed by Arab Countries Water Utilities Association (ACWUA) to help water utilities in the Arab world to stand the change sufficiently and effectively, by building capacities of their employees, disseminating best practices and guarantee a useful sharing of knowledge and experience. ACWUA conducted regional capacity building programmes to improve the performance of water and wastewater operators in the Arab region. ACWUA s 4 th Best Practice Conference Water and Wastewater Utilities Reform is an opportunity that brings together representatives from Arab Countries. The technical program will enable all participants to exchange their professional experience, and to become acquainted with updated progress in both the water and wastewater sector. I truly hope that when are gather at the end of this conference, we can be proud of the progress that ACWUA has made in providing these basic services for our Arab countries. 6 About ACWUA The Arab Countries Water Utilities Association (ACWUA) is a regional center of excellence that partners with water supply and wastewater utilities in Arab Countries to provide best practice service delivery to their customers. The Arab Countries Water Utilities Association (ACWUA) was founded in April 007 as a result of an initiative from key water sector representatives in the Arab region, who felt the necessity of having a regional platform for all water and wastewater utilities, for the aim of exchanging knowledge and expertise among member experts and professionals. Since its establishment in Amman in 009, ACWUA became the umbrella for water professionals in the region, with more than 90 water utility members from 17 Arab countries. ACWUA as a regional association attracts also international experts, private sector companies, NGO s, donors, professional associations and research institutions around the world. ACWUA is now engaged in important agreements and memorandums of understanding with various international organizations, in order to maximize the benefit and to open every possible door to seize opportunities, open dialogues, exchange knowledge and expertise, get introduced to latest water technologies and seek the utmost benefit for all. ACWUA is providing training programs for water and wastewater utilities in different areas as institutional, managerial, technical and financial distributed on different working levels. Two regional training programs with different courses are being delivered to more than 00 beneficiaries: Water Utilities Performance (WUP) in cooperation with GIZ, and Water Utilities Management (WUM) in cooperation with Engicon O&M and DWA. ACWUA s Technical Working Groups have been launched; comprising of qualified experts from ACWUA members to deal with specific issues in different high priority areas of the water sector with six main topics and related subtopics: Management of Utilities Capacity Building and Training Management of Water Resources Water and Health Utilities Reforms Benchmarking ACWUA is organizing many exceptional events and activities over the year in partnership with International water associations and reputable agencies; capacity building training programs with professional certifications, international conferences, seminars and workshops; to exchange experiences and promote best practices in water and wastewater management at utilities level. ACWUA s Vision: Serve as regional platform for exchange of knowledge and best practice amongst member experts and professionals. Develop resources, facilitate training programs, and advocate for professional certification to enable member utility staff to perform their duties in a professional, reliable and cost effective manner. Promote standards of performance for the governance, management, operation and maintenance of water supply and wastewater utilities. Support the interests of ACWUA members including the provision of advice and consultation in water legislation, policies, and sector management and reform. He has accumulated unique experience, working about 0 years in the public sector and the rest in the private sector. He participated in the preparation and implementing Standard Operating Procedures in the Ministry of Water & Irrigation in Jordan. He was also with the LEMA international consortium (led by Lyonnaise des Eau) on the management contract for the water system in Amman, Jordan. Mr. Omari now works with Engicon as an operations and maintenance expert where he headed the first micro Private Sector Participation project in Jordan. Prior to his work at Engicon and LEMA, Mr. Omari worked for the Water Authority of Jordan (WAJ) and then he worked for the Water & Electricity Authority in Abu Dhabi (Al Ain Distribution Co.) Eng. Omari holds a B Sc in Electrical Engineering from the University of Cairo in Egypt. Ahmad Tahboub National Law Center, Jordan Founder of NLC. Ahmad represented Jordan before the United Nations Compensation Commission ( UNCC ) in Geneva. He represented the private sector operator of water and subsequently the publicly held water company, in addition to several projects for multinational companies in water and sewage. Ahmad has an LL.B. from the University of Damascus and a Masters degree from BYU, USA. Mr. Tahboub introduced two legal Arabic editions: National Law Review and Voice of Justice. He is also a columnist in the Star Newspaper. Mr. Tahboub presided the first MENA Water legislative Conference. He led the drafting committees to modernize the 14 bylaws of Amman city, including areas of environment, zoning, buildings, financial and human resources. He currently leads the legal team of Greater Amman Municipality and serves as the Mayor s legal counselor. Bassam Hayek Independent Environmental Consultant HAYECON; Technical Consultant for GIZ Bassam Hayek has PhD and MSc in Chemical Engineering (1994) from University of Wales Swansea, UK and a BSc in Chemical Engineering (1989) from Jordan University of Science & Technology. After serving for 15 years at the Royal Scientific Society of Jordan, Dr Hayek became an independent environmental consultant and established his firm HAYECON in 010. His key area of work is eco-efficiency, aiming at improving the sustainability of economic activities. His previous work at the Royal Scientific Society provided him with valuable experience and holistic approach to address issues of environmental resources management. He was in charge of the environmental center for 10 years; he worked and led projects on integrated water resources management, cleaner production, hazardous material management, environmental assessment, and environmental bio-safety. Since he joined Aqaba Water Company, he has proven excellence in his work that includes master planning, demand forecasting, non-revenue water, groundwater treatment, hydraulic analysis, network design, and water use efficiency. Mohammad received his bachelor s degree in electronic engineering from Princess Sumaya University for Technology. After graduation, he studied artificial intelligence in the University of Central Florida. His academic interests include reward processing, categorization, image recognition, sensory-motor mapping, and learning algorithms. He is a member of the managing board of the BDZ.
