نشأة المعهد: بدأ معهد تعليم اللغة العربية للناطقات بغيرها برنامجا ملحقا بقسم اللغة العربية بكلية التربية عام 1399 ه - 1400 ه, وكان الهدف منه تعليم اللغة العربية للطالبات الحاصالت على منح دراسية تقدمها المملكة العربية السعودية. وفي 1431/9/28 ه وافق خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز آل سعود رئيس مجلس الوزراء ورئيس مجلس التعليم العالي على قرارات اتخذها مجلس التعليم العالي في جلسته التاسعة والخمسين ومن بينها إنشاء معهد تعليم اللغة العربية للناطقات بغيرها بجامعة األميرة نورة بنت عبدالرحمن ومنذ ذلك الوقت حرص المعهد على استكمال التصورات والتجهيزات الالزمة ليكون صرحا علميا مميزا في تعليم اللغة العربية للناطقات بغيرها 2
The Institute s Establishment: The Arabic Teaching Institute for Non Arabic speakers started as a program launched by Arabic Language Department in the College of Education in 13991400- AH. It aimed at teaching Arabic Language to the female students who were granted scholarships by KSA government. On 281431/09/ AH, the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud, the Prime Minister and the Chairman of The Higher Education Council, approved the resolutions taken at the Fifty Ninth Session of the Higher Council of Education which included establishing An Arabic Teaching Institute for Non-Arabic Speakers in Princess Nora Bint Abdul Rahman University. Since then, the Institute was keen to fulfill the necessary conceptions and provide the necessary supplies so that it will become a distinguished scientific edifice for teaching the Arabic language to non Arabic speakers. 3

OBJECTIVES: Teaching Arabic Language to non-arabic speakers and providing them with a sufficient amount of Islamic culture. Providing an integrated educational environment that would achieve the intended objectives. Qualifying female students to obtain a bachelor degree and pursue post graduate studies in all specialties Developing and improving the standard of academic and educational programs. Designing and preparing the curricula in the light of the latest academic standards. Preparing different types of linguistic tests according to international standards and specifications. Attracting qualified experts in this field from outside the kingdom. Developing and improving the performance of the teaching staff at the Institute. Developing new electronic programs that supports class instruction. Qualifying the teaching staff at the Institute to train the Arabic language teachers in schools and other institutes. Holding courses and programs in teaching Arabic language to the society for special purposes. Developing students through supportive programs and courses. Qualifying students to serve the community by mastering Arabic language. Entering into agreements and partnerships with distinguished bodies within the Kingdom and abroad. Supporting applied linguistic studies and researches Establishing investment projects in the field of teaching Arabic language. 7
أعضاء هيئة التدريس بالمعهد: يتميز المعهد بوجود أكبر كادر تعليمي نسائي في تخصص )علم اللغة التطبيقي( وذوات خبرة في ميدان تعليم اللغة العربية لغة ثانية. طالبات المعهد : يعد معهد تعليم اللغة العربية للناطقات بغيرها واجهة حضارية للمملكة العربية السعودية, حيث تشكل فئة الطالبات تنوعا ثقافيا هائال نتيجة للتنوع الجغرافي, إذ تتجاوز الجنسيات) 50 ( جنسية, تتوزع مابين )18( دولة من آسيا, و) 18 ( من أفريقيا, و) 10 ( دول من أوربا, باإلضافة إلى أمريكا واستراليا.وهذا التنوع جعل من المعهد إلى جانب كونه مركزا تعليميا للغة العربية, محفال ثقافيا يزخر بالكثير من ثقافات العالم المتنوعة.وقد حظي المعهد في السنوات األخيرة بإقبال متزايد من الراغبات في تعل م اللغة العربية حيث بلغ عددهن عام 1431 ه )70( طالبة وفي عام 1432 ه بلغ عددهن )170( طالبة من مختلف الجنسيات, وفي عام 1433 ه- 1434 ه استقبل المعهد ما يقارب من )350( طالبة, وسيستقبل المعهد عددا إضافيا ليضم بين جنباته )500( طالبة. 8
Teaching Staff Members at the Institute: The Institute is characterized by hiring the best female teaching staff in the specialization of applied linguistics. They have wide experience in the field of teaching Arabic language as a second language. Institute s students: The Arabic Teaching Institute for Non-Arabic Speakers is a civilized front for KSA, as the female students category enjoys a great cultural variety as a result o geographical diversity, for it consists of more than 50 nationalities distributed between 18 Asian countries, 18 African countries and 10 European countries, in addition to USA and Australia. This diversity made this Institute a cultural event in addition to being an educational center for Arabic that is filled with many diversified world cultures. The Institute gained an increased demand in the last years by those who want to learn Arabic language as in 1431 AH, the number of students reached 70 students, and in 1432 AH, it reached 170 students of different nationalities, and in 14331434- AH, the Institute received 350 students and will receive an additional number so that it becomes 500 students. 9
مدة الدراسة في المعهد: مدة الدراسة عامان دراسيان بمستويات أربعة ومدة كل مستوى فصل دراسي واحد تدرس الطالبة خالله» 20 ساعة«أسبوعيا, باإلضافة إلى دورة تمهيدية في اللغة العربية وأخرى متقدمة. البرنامج التعليمي: يهدف المعهد إلى اكساب الطالبات المهارات اللغوية األربع :)االستماع,والكالم, والقراءة, والكتابة( والعناصر اللغوية : )التراكيب, والمفردات, واألصوات(, مع مراعاة الطرق الحديثة في تقديمها. الدرجة التي تمنح للطالبة: يمنح المعهد الطالبة بعد إكمالها جميع متطلبات التخرج شهادة الدبلوم في اللغة العربية للناطقات بغيرها مرفقة بسجل الدرجات والمعدل التراكمي, ويتم ترشيح الطالبات المتفوقات لاللتحاق بكليات جامعة األميرة نورة. 10
Term of study at the Institute: The study in this Institute takes two years along our levels, each level is one semester. The student studies 20 hours a week, in addition to a preliminary course in Arabic and another advanced course. The Educational Program: The Institute aims at granting students the four linguistic skills: (listening, speaking, reading and writing) and linguistic elements: (syntax, vocabulary, and sounds), taking into consideration the modern methods in introducing them. The Degree To Be Granted To the Students: After completing all the requirements of graduation, the Institute shall grant the student a certificate in Arabic language for non Arabic speakers to which is attached the grades register and the GPA. Excellent students are nominated to join any of the faculties in Princess Nora University. 11
الجهات المستفيدة من المعهد: يستقبل المعهد الراغبات في تعل م اللغة العربية من الدول غير العربية, وجالياتها داخل المملكة الالتي تنطبق عليهن شروط القبول وهن : الطالبات الحاصالت على منح دراسية من خارج المملكة, مع توفر عدد من االمتيازات المادية لهن. الطالبات الحاصالت منح دراسية جزئية داخل المملكة ويحصلن على مقعد دراسي فقط. تقديم طلبات المنح: يكون تقديم طلبات المنح من خالل مايلي: سفارات المملكة وممثلياتها في الخارج. مؤسسات التعليم العالي في المملكة. 12
Bodies benefitting from the Institute: The Institute receives students who want to learn Arabic language from non-arabic countries, and its communities inside KSA on whom admission requirements apply, tey are: The students holding scholarships from outside the Kingdom together with the availability of a number of financial privileges to them Students holding partial scholarships inside the Kingdom and shall have one academic seat. Submitting Scholarship Applications: scholarships applications are provided by the following: The Kingdom s embassies and its representations abroad. Higher Education Institutes in the Kingdom. 13
إجراءات قبول طالبات المنح: 1 تتولى 1. سفارات المملكة و ممثلياتها في الخارج استقبال طلبات المنح الدراسية التي تقدم إليها وفقا لألسس المعتمدة من اللجنة الدائمة المشكلة في وزارة التعليم العالي. وبعد التحقق من تلك الطلبات, تحيلها وزارة الخارجية إلى وزارة التعليم العالي, على أن يكون ذلك خالل المدد المحددة الستقبال طلبات القبول. 2 تبعث 2. وزارة التعليم العالي -بعد تحقق مؤسسات التعليم العالي من انطباق الشروط على مقدمات طلبات المنح- أسماء الطالبات المرشحات إلى الجهات المعنية, وعلى هذه الجهات تزويد وزارة التعليم العالي أوال بأول بمرئياتها خالل مدة ال تتجاوز ثالثين يوما. وتستكمل الوزارة بعدها إجراءات من زودت به من تلك األسماء, وفقا لما ورد في الفقرة) 3 ( من هذا البند. 3 تحيل 3. وزارة التعليم العالي- بعد تنفيذ ما ورد في الفقرة )2( من هذا البند- أسماء الطالبات المرشحات للدراسة إلى وزارة الخارجية, لتتولى استكمال اإلجراءات الالزمة لمنحهن, ومن ثم تشعر المؤسسات التعليمية الطالبات المقبوالت مبدئيا لمراجعة ممثليات المملكة في بلدانهن الستكمال إجراءات التأشيرات. 4 مع 4. مراعاة ما ورد في الفقرة) 1 ( من هذا البند وفي حالة ورود طلبات منح من الخارج إلى مؤسسات التعليم في المملكة, فعلى وزارة التعليم العالي- بعد تحقق تلك المؤسسات من انطباق الشروط المقررة نظاما - بعث أسماء الطالبات المرشحات إلى الجهات المعنية ووزارة الخارجية وتتخذ اإلجراءات المنصوص عليها في الفقرتين ) 2 (و) 3 ( من هذا البند. 14
The Procedures of Accepting Scholarship Students: 1. The embassies inside the Kingdom and its equivalent outside handle receiving the scholarship applications, which are submitted to it according to the certified bases from the standing committee constituted in the ministry of High Education. After verifying these applications, the ministry of foreign affairs refers it to the ministry of high education, provided that the reference is done during the time specified for receiving the admission applications. 2. The ministry of high education sends -after the Institutes of high education verify that the students who submitted the scholarship applications meet the requirements- the female students names to the concerned bodies. These authorities shall provide the ministry of high education with its vision within a period not exceeding 30 days. The ministry, afterwards, completes the procedures of those whose names were sent, according to what is stated in the article (3) of this term. 3. The ministry of high education refers after implementing what is stated in article (2) of this term- the names of female students nominated for studying to the ministry of education in order to undertake the completion of procedures required for their acceptance. Therefore, the educational Institutes notify the admitted students to visit the representatives of the Kingdom in their countries to complete the visa procedures. 4. Considering what is stated in the article (1) in this term, and in case the scholarship applications from abroad come to the Kingdom, the ministry of high education shall send the names of the nominated students to the concerned authorities and the ministry of foreign affairs, and take the actions stipulated in articles 2 and 3 of this term, after these Institutes verify that the prescribed conditions are meeting the requirements determined in regulations. 15
المزايا المقدمة لطالبات المنح الدراسية: تتمتع طالبة المنحة الدراسية المجانية من الخارج بالمزايا التالية: تقديم الرعاية الصحية المجانية في المستشفيات الحكومية. صرف مكافأة شهرين بدل تجهيز عند قدومها. صرف مكافأة ثالثة أشهر بدل تخرج. معاملة طالبة المنحة المنتظمة في معهد تعليم اللغة العربية للناطقات بغيرها-في المزايا المالية- معاملة طالبات المرحلة الجامعية في التخصصات النظرية. تأمين المؤسسة التعليمية وجبات غذائية مخفضة. ويحدد مجلس المؤسسة المبلغ الذي تدفعه الطالبة للوجبة. توفير السكن والرعاية العلمية واالجتماعية والثقافية المناسبة. صرف التذاكر المنصوص عليها في الالئحة المالية للمؤسسة التعليمية, على أال تكون قد صرفتها لها جهة أخرى. وللمؤسسة التعليمية تعويضها بقيمتها إذا قدمت على نفقتها, على أال يتجاوز التعويض قيمة التذكرة التي تصرف لزميالتها من البلد نفسه. 16
Advantages Granted to Scholarship Students: The foreign students who are granted free scholarship enjoy the following advantages: To receive free health care in government hospitals. To be granted a furnishing allowance equivalent to two months salary at arrival to the Kingdom. To be granted a three months salary at graduation. The regular scholarship student at the Arabic Teaching Institute for Non-Arabic Speakers is entitled to receive the same advantages i.e. the financial advantages as other university students in the theoretical specialties. To provide the student with discounted meals and the council will determine the amount to be paid by the student for each meal. To provide her with housing and with proper scientific, social, cultural and training care. To provide the student with the tickets provided for in the financial regulations of the Institute as long as no other body has provided her with them. In case the student flied to the Kingdom on her expense, she will be compensated with the equivalent of the ticket s value. 17
رعاية طالبات المنح أثناء الدراسة: ترعى المؤسسة التعليمية طالبات المنح مدة بقائهن فيها, وتشمل هذه الرعاية على وجه خاص ما يلي: ايجاد وحدة في المؤسسة التعليمية تعنى بهن, وتقوم عليها مشرفات مؤهالت. إعداد برامج لهن للتعرف على المملكة وااللتقاء بمسؤوالتها واالستفادة من علمهن وخبراتهن. توثيق الصلة بينهن وبين الطالبات السعوديات من خالل األنشطة والبرامج المشتركة. ربطهن بأعضاء هيئة التدريس, بحيث يشرف على كل مجموعة منهن عضو من أعضاء هيئة التدريس لتوجيههن وإرشادهن. إيجاد صندوق خيري في كل مؤسسة تعليمية لدعم برامج المنح, يقوم على اإلعانات والتبرعات والهبات والوصايا واألوقاف و ما تخصصه المؤسسة من ميزانيتها وفق القواعد التي يقرها مجلسها. وضع حوافز تشجيعية مادية ومعنوية للمتميزات منهن. إتاحة الفرصة للبارزات منهن للمشاركة في وسائل اإلعالم المختلفة بالمملكة. اإلفادة منهن في بعض برامج الوزارات والمؤسسات الحكومية والمؤسسات الخيرية الرسمية في المملكة. 18
Taking Care of Scholarship Students During Study 19 The Institute is committed to take care of scholarship students during their stay there. Such care includes: Establishing a unit that would take care of them at Institute supervised by qualified supervisors. Developing programs that will help them get familiar with the Kingdom; meet its scholars and officials; and benefit from their knowledge and experience. To strengthen the ties between them and the Saudi students through joint activities and programs. Connecting them with staff members so that each group would be supervised by one of the staff members to guide them. Establishing a charity fund in each educational Institute to support Grant Programs. It will be based on donations, gifts and endowments in addition to the money allocated by the Institute from its budget in accordance with the rules and regulations approved by the council. Granting the distinguished students material and moral incentives. Providing the distinguished students with the opportunity to participate in various media outlets in the Kingdom. Employing them in some of the programs of the ministries, government institutions and official charities in the kingdom.
األنشطة الطالبية في المعهد : يهتم معهد تعليم اللغة العربية باألنشطة التي تحقق أهدافا تعليمية ذات الصلة بتكوين العادات اللغوية السليمة من خالل مايلي : تنظيم ملتقى سنوي للتعريف بالثقافات والحضارات بعنوان )سفيرات في جامعة األميرة بنت عبد الرحمن(. المشاركة في األنشطة التمثيلية للتدريب على النطق السليم واإللقاء الجيد ورعاية ما يقتضيه المقام من سلوك. المشاركة في النشاط اإلعالمي لالتصال بشخصيات مختلفة للمساءلة والمناقشة واستطالع الرأي. عقد الندوات وتدريب الطالبات على الحوار واإللقاء والمناقشات. تنظيم الرحالت والزيارات العلمية والثقافية واالجتماعية. المشاركة في المسابقات التي تعقد في الجامعة وغيرها مثل : مسابقة القرآن الكريم, والحديث الشريف, والمسابقات األدبية, ومسابقة األفالم العلمية. تنظيم النوادي الطالبية في المعهد ومنها: نادي اإللقاء, والقيم اإلسالمية, واإلبداع, وثقافتي, وصحتي. 20
Student Activities at the Institute: The Arabic teaching Institute pays great attention to the activities that achieve the relevant educational objectives and help forming sound linguistic habits through the following: Organizing an annual forum to introduce cultures and civilizations under the title: ( Ambassadors in Princess Nora Bint Abdul Rahman University ) Participating in acting activities to train the students on correct pronunciation and elocution proper behaviors. Participating in the media activities to communicate with different notable individuals for discussion and taking their opinions. Holding forums and training students on dialogue, speeches and discussions. Organizing trips and scientific, cultural and social visits. Participating in competitions held at the university or elsewhere such as: Quran competition, Hadith competition, literary competitions and scientific movies competition. Forming student clubs at the Institute including: Elocution Club, Islamic Values Club, Creativity Club, My Culture Club and My Health Club. 21
