Introduction المقدمة STAT presents the fourth release of the annual bulletin Labour Statistics in the Countries for, which aims to provide the latest labour statistics and indicators in the countries during the period. يقدم المركز اإلحصائي لدول لدول الخليج العربية اإلصدار الرابع من النشرة السنوية «إحصاءات العمل في دول لدول الخليج العربية «للعام م والتي تهدف إلى تزويد المستفيدين ومستخدمي ات بأحدث إحصاءات ومؤشرات العمل في الدول األعضاء خالل األعوام م. The release presents the most important labour statistics at the level of the member countries. These statistics provide a series of data that serve users in this sector. The statistics are a rich information platform for the preparation of research, studies and reports that reflect the reality of supply in the labor market in the countries, which is the starting point for the development of policies and strategies, to address the need of employment particularly for citizens. وتستعرض النشرة أهم اإلحصاءات المتعلقة بالعمل التي تهم المستخدمين لهذا القطاع على مستوى دول. وتعتبر هذه اإلحصاءات منصة معلومات غنية إلجراء البحوث والدراسات وإعداد التقارير التي تعكس واقع العرض في سوق العمل في دول المجلس والذي يعتبر منطلقا لوضع السياسات واالستراتيجيات التي تلبي الحاجة في العمل وخاصة للمواطنين. The publication consists of three sections, the first section presents the labour statistics in countries during the period. Section two and three present the socioeconomic characteristics of the employed and the unemployed persons during, such as gender, education level, occupation, economic activity, work sector and employment status. The bulletin provides a range of statistical data, including tables in absolute numbers, percentages and rates, as well as graphs that show the most important results and facilitates the comparison process during the period to. وتتألف النشرة من ثالثة أقسام يستعرض القسم األول إحصاءات العمل في دول خالل الفترة الزمنية م. أما القسم الثاني فيستعرض الخصائص االجتماعية واالقتصادية للمشتغلين خالل عام م كالنوع والمستوى التعليمي والمهنة والنشاط االقتصادي وقطاع العمل والحالة العملية بينما يستعرض القسم الثالث تلك الخصائص للعاطلين عن العمل خالل عام م. وتحتوي النشرة على جداول ات اإلحصائية باألرقام المطلقة والنسب والمعدالت اإلحصائية باإلضافة إلى األشكال ية والتي توضح أهم النتائج وتسهل عملية المقارنة خالل الفترة إلى م. المصطلحات والتعاريف السكان خارج قوة العمل : نتناول هنا عرضا للمصطلحات والتعاريف المستخدمة من قبل دول في إحصاءات العمل من مصادرها المختلفة اإلدارية أو المسوح اإلحصائية بالعينة. السكان في سن العمل: يعرف السكان في سن العمل دولي ا حسب معايير منظمة العمل الدولية بأنهم جميع األفراد ممن أعمارهم سنة فأكثر فيما هناك أيض ا سن قانوني للعمل ويختلف هذا العمر حسب كل دولة والوضع االقتصادي فيها ففي بعض الدول يعتبر السن القانوني للعمل هو 18 سنة فأكثر وهناك البعض من يتخذه 16 سنة فأكثر. أما اإلحصاءات الرسمية التي توفرها األجهزة اإلحصائية الوطنية والمنظمات والهيئات الدولية فتعتمد المعيار الدولي وهو سنة فأكثر. القوى العاملة: ت عرف القوى العاملة بأنها إجمالي السكان النشيطين اقتصادي ا ) سنة فأكثر( سواء كانوا مشتغلين أو متعطلين في فترة زمنية معينة. وهذا التعريف ال يشمل جميع الملتحقين بالمراحل الدراسية والقائمات باألعمال المنزلية واألسرية وغير القادرين على العمل والمحالين على التقاعد والمكتفين اقتصادي ا وغير العاملين وال يبحثون عن عمل وليس لديهم االستعداد للعمل. المشتغلون )العاملون(: هم األفراد في سن العمل ) سنة فأكثر( خالل فترة زمنية معينة يعملون في أي عمل بأجر نقدي أو عيني أو مقابل ربح من مصلحة يملكونها أو يملكون جزء ا منها أو يعملون بدون أجر لدى األسرة أو لدى أفراد آخرين. ويشمل أيض ا الذين لديهم عمل ولكنهم متغيبون عنه خالل فترة اإلسناد الزمني بسبب إجازة أو مرض أو أي سبب آخر. العاطلون عن العمل )المتعطلون(: هم األفراد ممن أعمارهم سنة فأكثر الذين لم يزاولوا أي عمل خالل )فترة اإلسناد الزمني( والقادرون على العمل والذين لديهم استعداد للعمل )الراغبون بالعمل( ويبحثون عن العمل بجدية خالل فترة زمنية محددة. هم األفراد غير النشيطين اقتصادي ا وقد تم تصنيفهم دولي ا وحسب معايير منظمة العمل الدولية بأنهم األفراد ممن أعمارهم سنة فأكثر )غير المشتغلين وغير العاطلين عن العمل( كالتالي: األفراد الذين ال يزالون على مقاعد الدراسة )الطالب(. مدبرو المنازل أو من يعملون على تأدية األنشطة المنزلية. المتقاعدون من النظامين العسكري والمدني. األفراد الذين لهم دخل أو إيراد )أسهم سندات عوائد إيجار مباني الخ(. األفراد العاجزون وغير القادرين على تأدية أي عمل بسبب العجز أو اإلعاقة أو كبر السن. أخرى: أي بنود لم ترد فيما سبق. معدل المشاركة في قوة العمل )المساهمة االقتصادية(: هو إجمالي قوة العمل ممن أعمارهم سنة فأكثر مقسوم ا على إجمالي السكان ممن أعمارهم سنة فأكثر مضروب ا ب 1. معدل البطالة: هو إجمالي األفراد العاطلين عن العمل ممن أعمارهم سنة فأكثر مقسوم ا على إجمالي قوة العمل )المشتغلون والعاطلون عن العمل( ممن أعمارهم سنة فأكثر مضروب ا ب 1. نسبة العمالة ( إلى السكان(: هو إجمالي األفراد المشتغلين ممن أعمارهم سنة فأكثر مقسوم ا على إجمالي السكان في مختلف األعمار مضروب ا ب 1. نسبة العمالة ( إلى السكان في سن العمل(: هو إجمالي األفراد المشتغلين ممن أعمارهم سنة فأكثر مقسوم ا على إجمالي السكان في سن العمل مضروب ا ب 1. 19 18
Concepts and Definitions This section deals with a review of the concepts and definitions used by the countries for labour statistics from various sources of administrative or statistical sample surveys. Working Age Population: The intertiol definition as set by the Intertiol Labor Organization defines the working age population as all persons aged years and above. The legal minimum working age depend on the country and the economic situation. Some countries, the legal working age is 18 years, while for some countries, the minimum age is 16 years. Official statistics provided by Natiol Statistical Offices, intertiol organizations and bodies, use the intertiol standard of years and above. Labour Force: Labour force also known as the economically active population age ( and above), is all those people who were employed or unemployed in a specific reference period. This definition excludes all students enrolled in school (who are not working or looking for work), housewives, those who are uble to work, retired or others who are not working or looking for work. Employed (Working Population): All persons of working age ( and above), who during a reference period worked to produce goods or provide services for pay (cash or kind) or worked for profit from their own (or partially owned) business or worked without pay in the family business or with other individuals. It also includes those who have a temporary absence from a job during the reference period due to vacation or illness or any other reason. Unemployed: All persons of working age ( and above) who were not in employment during the reference period, carried out activities to seek employment during a specified recent period and were currently available to take up employment given a job opportunity. Population Outside Labour Force: Ictive population also known as the population outside the labor force. This group has been defined according to the Intertiol Labor Organization standards as all persons in working age ( years and above) and not in employment or unemployment as follows: Persons who are still in school (students). Housewives or those working to perform household activities. Retired from the military and civilian organization. Individuals have income and revenue, such as stocks, bonds, yields, rental buildings, etc. Disabled and persons who are uble to perform any work because of disability or old age. Others: any items not listed above. Labour Force Participation Rate: All persons in labour force (employed and unemployed) aged and above, divided by the total working age population aged and above and multiplied by 1. Unemployment Rate: All persons unemployed aged and above, divided by all persons in labour force (employed and unemployed) aged and above and multiplied by 1. Employment to Population Ratio: All persons employed aged and above, divided by population in all ages multiplied by 1.
